The expired user page displays the users that have an expiration date on their account.

You can unlock the expired user via the unlock user link.

The unlock user link removes the expiry date and allows the user to log in again.

Double-clicking on the user or selecting the user then pressing the Edit Selected button tacks you to the edit user page.
